A published author, Dr. Springer has authored 10 books and countless articles. She is currently serving as Director of the Executive Masters Degree in Crisis and Emergency Management (ECEM) at the University of Nevada Las Vegas (UNLV).

Dr. Springer received a Ph.D. in Public Administration from Indiana University, her Master of Public Administration from Arizona State University and her Bachelor of Arts from the University of Arizona. She has served as associate professor at Arizona State University in the College of Public Programs where she co-founded the Non-profit Management Center degree program. She is a member of the Society for Human Resource Management and the Society for Marketing Professional Services.
